Are you sure the powder is correct?

Accurate shows a max of 9.8 grains of AA#7 with a 200 grain bullet on page 11. http://www.accuratepowder.com/wp-content/uploads/2010/09/WP_LoadSpec_1-23-14.pdf

Quickloads confirms that it is close, so it must be correct.

12.0 grains of #7 makes about 88,000 psi. More than 2x what it is suppose to be.

I'm looking for my notes on this particular test and I was aggressive with my testing (11.0 grains, 11.5 grains & 12.0 grains) using the Hornady 200XTP using the same powder and the performance did match Underwood's at the 12.0 grain loading with the LOVEX D037-01 powder @ 1245 fps. 

Accurate Arms shows AA#7 is shown as a 200XTP max of AA#7 charge of 9.8 grains @ 1091 fps 36,500 PSI

Also another person was actually testing AA#7 here are his results;

11.0grs produced a nice group save the flyer.. after that so-so.

There seems to be a significant pressure spike from 11.5 to 12.0grs.

11.0grs- 1123 fps (#16)

11.5grs- 1161 fps .4332, .4333, .4330, .4336, .4332 (#17)

12.0grs- 1203 fps Smileys.. Too hot for this gun (#11)

ISMI 22# Spring

11.6grs- 1152 fps .4337, .4335, .4336, .4335, .4333 (#10)
